Transfer of credit has been a topic of discussion during efforts to reauthorize the Higher Education Act, in testimony for the Secretary of Education’s Commission on the Future of Higher Education and at recent Department of Education negotiated rule making sessions.

In 2004, the Council for Higher Education Accreditation (CHEA) created the Higher Education Transfer Alliance (HETA), a voluntary directory of accredited institutions that are concerned about the importance of student mobility, enhancing success in transfer of credit and affirming the responsibility and prerogative of individual institutions with respect to transfer of credit.

HETA membership continues to grow and includes representation from regional, faith-related and private career accredited institutions. The directory represents a group of forward thinking institutions that recognize that transfer of credit is an important issue and affirm that they carry out their transfer practices consistent with the four CHEA-developed criteria for transfer of credit.

To participate in HETA, institutions must be (1) accredited by a CHEA- or United States Department of Education (USDE)-recognized accrediting organization and (2) represent that they carry out their transfer practices in a manner consistent with the four criteria contained in the CHEA Statement to the Community: Transfer and the Public Interest.
